Some of the discussion is beyond my aging mind but what you have just presented seems simple enough to me 618.
If I buy a parcel of shares on market I don't know or care whether they have been short sold or just some retail holder decided to sell them, but once purchased they are my shares and I hold the voting rights. If they were shorted and the shorter wants to buy back he can by back shares but they most probably be the ones he sold
