They should be able to re-enter WE-3 once they have a higher rated BOP but the question remains whether the reservoir section will need to be drilled in a narrow-guage hole if another casign string is required for integrity. If they do, this might limit what logs and samples can be obtained. If WE-5 proves to be in a different compartment to WE-2 as I predict, then this increases the chance of WE-3 also being in a separate compartment and to know this you need a full set of wireline logs and MDT.

Given all the risks of re-entering and not getting a full set of data, I would cut my losses and re-drill the well. The drillers seemed to have drastically improved their performance since the first few wells and I would take advantage of that. It may look like the more expensive option now but a few problems re-entering could easily end up costing more.....
