I agree with you in both counts, more than 1 billion dollars needed to setup a refining plant and uncertainty in the following weeks. Rare Earths refining is a very difficult exercise and perhaps knowing this the board decided to invest in a company (CREC) that knows the industry.
A resource within CR is Niobium, a very useful metal declared late last year as an strategic one by the USA .
