    According to the notice, only 1,400 RCR shareholders applied for shares in the SPP.

    That's 1400 out of a total of 2,921 holders with more than a marketable parcel of shares.

    I am thankful for those who didn't apply for shares because that ultimately resulted in there being no scale-back of applications, including mine, but I am puzzled why so many holders would have eschewed free money
