Could very well be.
But they also don't announce the size of scale backs publicly, as it's rarely applied uniformly.
The odds are the scale back if any will be minimal, but the announcement certainly doesn't give us clarity. So with respect, I think its everyone else that's reading something that isn't there. I'm using what is actually factual based on the available information.
