I think you should direct you question to the company, not a shareholder.
You could ask the same question of RNU who also have not built anything although they stand to get about 3 times the level of government funding compared to EGR. Similarly for other would-be operators in Australia.
However, my take on it is that the expected battery manufacturing projects by others in Australia - which would have been customers - still haven't happened.
Even USA battery production is off to a slow start and have been using Chinese graphite. That's where the IRA in USA and new tariffs will make a big difference from now on, I expect. Countries and companies are now aware they should reduce reliance on China under the CCP - hence the need to form supply chains not dependent on China.
