I quickly compared the approved Rev3, to the current Rev6 using diffchecker.com (expanding scope from construction to commissioning and production).
As a layman the changes look very minor. One new paragraph describing rehabilitation, one for commissioning, and one for atmospheric monitoring, and one for transferring condensate/fuels.
