The only problem here is the stupidity of Canberra beaurocrats who think they can shut down a profitable mine located on foreign soil. Do they really think that they can tell the Chukotka Govt to turn off the power and tell all the employees (I doubt there is a single Westerner amongst them) to go back to their igloos because we said so? They would effectively be giving the whole Chabang to the very people who they want to hurt which will probably include tens of millions of cash in the bank. There would be free vodka for all and lots of laughs.... with a bunch of Chinese there to help with the celebrations.
