The announcement heading is rampy and unprofessional, in my opinion, and reeks of desperation. A more professional outfit would have simply stated '39% increase...', or perhaps 'Substantial increase...'. Stating 'Substantial 39% increase...' is poor grammar, and basically nonsensical in much the same way as referring to a big half or a small half.
