I think you mean the cut off grade where HRE subtracts the cerium because as you say its worthless. As do some others like AR3. But all companies report total rare earth TREO for their resource which includes the cerium. Cerium is 27.4% of HRE's resource (page 17) which is pretty low compared with others, for example 44.6% for OD6 which from what I've seen is very high.
