It certainly does.
To be fair to ABB, they're not significantly diluting the economic interest of existing shareholders. If you opt not to participate or simply can't participate, dilution (of your economic interest, not your ownership) is less than 2% by my calculations, so it's not like small shareholders are being hung out to dry either.
