True, it can take longer. I've experienced both very fast and slow issuing of shares, not itself a signal of any kind.
As the companies usually reserve the right to end acceptances earlier at their discretion I believe that affects how rapidly we can expect shares to be issued.
A company with shares trading well above the SPP price which meets their oversubscription target early can begin refunds early and issue shares promptly after closing the offer. In 4DS' case there were many who held back either watching the share price or other reasons and this may have meant bids were being accepted right up to the last minute, which only makes sense.
As you said, the $2.5m is guaranteed, it only remains to be seen whether they get some of the $1m optional extra.
