You may be right but remember, when it goes into production, AZY will only be up for 35% of mine development and 35% of exploration until then. The expensive piece is building the plant which will be at WINU and should be paid for by RIO although there may be a possibility for AZY to take a share of that as well.
In any case, retaining the 35% at this stage provides many more options for AZY and AZY shareholders which maakes it an excellent decision.
