Not a holder- noted the noise- and had a look.
I suppose that it is plausible that someone would seek to hold down the SP to get a cheaper placement- but just because something is plausible does not make it the only or the most likely scenario- and plausible explanations do not need to be even more probable than not.
The need for a placement or for a CR does not come out of a clear sky- many would anticipate the need an act accordingly and mostly in ways that would be more likely to cause the SP to fall than to rise.
Something like that.
