personally I think it's just a timing issue , payments are lumpy coming from different contracts/countries and they are dealing with governments that are their customers.
all governments are hopeless and red tape slows down everything, can't imagine institutions putting in 15mill if they thought it was going down the tube
first to admit the bod has over promised and under delivered but I think they will be fine medium to long term and the next few weeks will represent a good buying opportunity for those with patience.
