I think one of the problems for permitting is its proximity to the Swan River, and it freshwater catchment which Perth relies on for drinking water. State forest are usually put catchment areas to prevent soil erosion or any development. I am not saying it IS an issue, but looking at the DTM it looks like it 'could' be. Just another risk and complication to be aware of IMO
