id say thats a decently done placement - indicates good interest in that sp had risen through marketing but investors still willing to pay up so they feel relatively comfortable with the value vs risk in the stock
not that it was a big raise
intrinsically looks to me like fair value pre vs post raise would be about 1.5- 1.6c though who;s to say whats really fair value in a spec.
