I've been sung to from this hymn sheet before. (IMHO)
The scaleback was pro rata so you will find all those with small holdings (unmarketable?) will get some of their application but still keeping their holdings @ the issue price unmarketable, whilst those with larger holdings will receive much larger %'s.
The next step is to have a buy back (compulsory/voluntary) of all unmarketable parcels. (Alchemia holders?)
Unfortunately at this stage the market isn't playing the game because unlike most SPP's the share price has not tanked to the issue price or below as usually happens making a lot of the unmarketable, marketable.
