If you read the SPP booklet you will see that they couldn't raise more than $1 million in the SPP because they didn't put in a clause saying "management has the discretion to take more". They can't make an ASX announcement setting an upper limit on the SPP with no way to raise the upper limit and then, later on, turn around and change the rules of the game after the event. The ASX wouldn't allow that.
