If you're referring to the Contingent Payment based on the copper price thresholds over the next 3 years or so, then theoretically yes it's not really 100% until this period is up. It is capped at US$75 mil but does add extra complexity to the deal.
Just like they really don't own 80% of the mine due to the streaming payments.
