If my assumptions/interpretation of this announcement and my maths are correct, then EWI took up about 67% of their rights and therefore freed up the balance "to allow for new institutions totake meaningful positions". That will represent about 11% of shares on issue. Will we see a new substantial holder announced (>5%)? Do the shorts need to cover?
