The Entitlement Offer is closing tomorrow (Jan 24th), so my understanding is that you should still be able to exercise your TCLRA rights.
As you will certainly know, each unit of TCLRA gives you the right to purchase one TCL triple-stapled security at a price of 11.40$.
Since you are not an existing TCL shareholder, I am not sure if you can exercise your rights via the Transurban website; if that is not possible, and you do want to purchase the securities at the offer price, I suggest you liaise with your broker directly.
