Thats not right, they are raising 1.3b which is about 31m new shares total at offer price.the details of how to act are within the materials provided to the market. You will also likely get documents in the mail next week. Its a little more complicated due to being able to sell your right to the cheaper shares, take up your right and buy the shares you're allocated, or do nothing and have your rights sold at the end in whats called a shortfall auction.
Essentially you can buy shares or be paid by someone else for them to take up your discounted shares. Because the offer price is well under the market price, your rights have value being the difference in offer price to current market price.
