People are buying up under $3 today because there is no guarantee you will get the full allotment of shares from the SPP.
If it is oversubscribed (quite likely) then they either pro-rata everyone's allotment, or raise the size of the pool (but potentially still have to pro-rata)
By the time we find out what we did or didn't get I expect the share price to have moved well beyond $3.
