It's unfortunate for those holders who don't participate as they are leaving money on the table. Even if they don't want to increase their holdings, they can still participate and sell immediately after it's allocated and earn approximately 10% profit.

Maybe some people don't follow the news or don't have spare money to invest.

I could be wrong but to my reading looks like anyone who didn't take up their retail entitlement offer will have their shares allocated to institutional investors.

I don't think retail investors get anything more than their original entitlement (assuming they took it up).
