Perhaps you're being facetious?
If an investor already has a full position, and are managing their portfolio risk, then they shouldn't take it up. Or are you implying they are idiotic for already having bought PDN? Also, there was heavy volume around .37 after the halt, so some may have just bought in the open market rather than bother with the CR - it is something I have been known to do when there are no warrants attached.
Maybe I misread the offer, but my application for excess allocation was scaled back > 90%.
