I've been holding for 3 years and thought several times the government hurdle jumping had ceased, only for a situation similar to the land holdings to pop up delay things yet again. I'm not really familiar with the explorer to production process so someone else might wish to chime in? The government may stick their nose in regarding employment of locals etc but that may have been sorted out in the granting of the exploitation license.
