Wrong - it's the other way around. The institutional shareholders only received 15% of their holdings on average (the 15% placement limit). Aspen allowed the smaller shareholders to receive up to 65% of their holdings. Ie. in relative terms, the smaller shareholders got up to 4.3x what the institutional shareholders could get.
