Oh...I don't think holders will wait the year out for progress. Most will want financing finalised and signed off on either EcoGraf plant or Epanko within a month. All holders should as of today be letting the BOD know that they need to deliver or replace themselves with people who can deliver.... and make that decision with cash enough in bank for competent alternates to finalise finance on both.
As a LTH I am over the ongoing excuses and "yes things are moving again now..because of the New Minister, Because the President has taken this action, because a butterfly flapped its wings"...it is now end game to deliver finance on either project...deliver within 4 weeks...or step aside and let new people in that can deliver on finance.
This cycle of CR excuses CR excuses CR excuses wrapped in positive progress reports CR, has to stop and stop now.
