The best idea is to do what most of have done is, enrol in some course and/or buy a couple of good books on the subject. There a re many books on the subject. e.g: [1] Trading Tactics by Daryl Guppy. [2] Capturing Profits with Technical Analysis by Sylvain Vervoort.
There is a whole host of literature available. Then there is Software to look into. I use MetaStock and like most things "is it the best"? Probably not, as it depends I suppose on how much you want to spend.
