It could be just part of the completion of some of the technical work, BCI doesn't have other projects to move these people on to so once the work is done there is a natural scale back. Let's just review we're we are at:

1. Optimised project area technical work is complete. Small team required to respond to conditions or Departmental questions
2. Design work for the first few work packages covering Ponds 0-5, and Pumping Station complete
3. Pier/Port work, should be in advanced stages of design

Outstanding:

1. Balance of footprint, probably at something like 30% design, awaiting for final approvals and tendering.
2. Ongoing construction phase design support.

Makes sense the team would shrink a bit. And it might not even be BCI salaried staff, but design consultants moving on to another job.
