We don't know they a still wont. Bit silly if they did think that way (I doubt it) as these results quite clearly indicate you can have a non-surgical intervention and get faster and arguably better results (better pain scores at six months, faster strength returns, etc):

It did quite convincingly meet its primary and outperformed surgery significantly on Dash scores:
