this is potentially troubling:

33. The Minister does not take a position in relation to whether or not the interlocutory injunction sought against LCE should be granted. However, through his counsel, he did put various submissions which were generally supportive of LCE’s submissions to the effect that there is limited, if any, merit in the various limbs of ATLA’s claim.

Does that mean the Minister does not have full and complete faith in the Acts, their processes, and their implementations?
