AK did say he was looking into a few things in WA but didn't elaborate. When you say winning bids are known, where is that report published? I'd be keen to see. From my discussion with AK last Wednesday he was very optimistic and we dicussed the various funding options being:
SPP = No
Loan = Yes - Looking at offshore options
Partner = Only if absolutely necessary.
