They will refund whatever they don't allocate to you however the scale back is prorate to your holding on the record date, which was 24th July.
Scale back as a percentage of your holding at the time, means the larger your holding, the more you will be allocated. In severe scale backs smaller shareholders can be allocated very little, however larger shareholders may do okay.
