I am pretty sure Hopper / management will be lobbying sophisticated shareholders to vote it through - many of the placement takers will already be on the register will decent sized shareholdings, so it will be in their interest to get these EGM resolutions up. Then they can take it up at $0.036 and flip them out straight away for the stag profit. Zero benefit to you and me.
So it will stake take a decent effort from ordinary non placement participants to bother taking the time to vote against (it takes 2 mins over https://www.advancedshare.com.au/)
