I'm guessing that you don't have much of an idea of what is happening in the middle east.
I suggest you take the time and read up on what is being planned there.
Apart from becoming a powerhouse in the EV production market, they are collecting and housing the industries by preparing to build facilities to assist from start to finish.
The US is years away from being in a position to dominate in its own right and US companies are still reliant on China for product.
UAE doesn't want to be caught out the same as the US and they have the $$ to put together a EV.
