Biden’s move to remove Cuba from terror list continues ‘yo-yo’ policy likely to be reversed by Trump

Despite Trumps posturing on hostile foreign policy its my opinion that he will be receptive of supporting the Federal Register to delist cuba's designation, provided that Cuba continues its trend of economic and security alignment.

Cuba has historically been a geopolitical risk and have been the jurisdiction for proxy conflicts between foreign powers (like US vs Russia).

To further complicate issues, corruption remains highly incentivized and is pervasive. The Human Development Index indicates that it's a 'highly developed nation', but its intractable issues, and slow incremental improvements suggest that it remains challenging in context of operations, partnership and assimilation with its neighbors - and continues to be at risk of being left behind by its geographical, and economic, peers.

However, this is mining where the main downside risk is the labor force management, and security risks - which are both tolerable. Corruption whilst unappetising, can also remain tolerable as a 'scratch my back, ill scratch yours' approach is transparent and pragmatic.
