Generally, traditional bank financing will require a DFS. Also projects with huge CAPEX will often go the distance with a DFS mainly to reduce uncertainty on costs. As I understand, even though we are at PFS level, we already have a good certainty on costs as Brian has quotes in hand from contractors who would be awarded the work. They also added in 10% contingency to the CAPEX in the PFS to cover overruns.
Anything else just depends on the confidence each party has. I understand that our potential offtaker has requested a PFS but did not ask for a DFS in order to conclude if they want to participate as offtaker/pre-payer or not. If they also already operate in Cuba, they'll already have a good idea of if the project costs/financials add up or not.
I think if we see nothing by end Q1 then the proposed offtaker has probably pulled out and we'll have to go with plan B which as I understand from Brian, is also being worked on in parallel.
