if you were an investor with $100M would you hand over that kind of money when the project you are going to invest in hasn't received the governmental approval?
Or would you state that as a requirement for $100M the convention must be signed?
Its 100 million dollars......
Be reasonable, my guess is as soon as the convention is signed, the 100M will be transferred
