Well you're definitely not an English teacher and I'm pretty sure knocking together the kid's cubby-house in the backyard doesn't qualify you as an engineer or a project manager.
This is a billion dollar plus mine. You don't just put plans into the local council and wait 12 weeks for approval. Yes there are risks here. Yes it's going to take a substantial amount of time. If you're not comfortable don't even look here.
