This is a change in strategy most likely caused by negotiations failing and the prospect of getting some of that 20bil from Biden.
Notice the change in language from hiding behind NDAs to discussions are ongoing with US based parties. I beleive that is the first time they mentioned US based parties besides the scandium stuff.
I feel that they will want to lock in as much as they can(the USA) before any changes in Govt occur.
Still i wil be voting NO for performance rights until something is delivered besides fluffy words.
