You are right.
Price will go 4* to 5* if the confirmation come from government - and we have confuse government and IDT is on hold for last year.
As a long term holder what i am want to see is the clear direction we heading, but I do understand IDT has tight hand and gov decision control everything.
Capital rise is good if we are going to taking step to build facility - I have lots of hope for funding from vic gov.
