That, coupled with the Supplementary Explanatory Memorandum, would suggest to me that PB has given up - neither he nor his associates are trying to buy a position to counter the votes against him (FOR the resolutions). The Supplementary was just a last-ditch "Vote me out if you must, but please keep the others". Maybe he thinks he can steer the ship by proxy if resolution 5 fails, while waiting to get back aboard.
