Im no expert. However he doesn't increase it through the bidder statement, and doesn't get is 90% then he will have to bid on the market. If he increases his offer formally through the bidding process than everyone else that excepted at the lower price might have to get the benefits of the additional price increase.
When it comes to the public market, if he wants to increase his holding then he will definitely have to up his price but he is limited by the 3% rule. Given there is now only a small amount left he can afford to pay more hopefully , hopefully people like me can minimize our losses further.
