Why would the State Govt want to appeal? Mels suspension was purely political. An election was coming up and they did not want media attention in the NR, as a distraction to their campaign, nor did they want to lose any seats or govt.
It was easy, as Mel was not a BHP or a RIO to throw their weight around. Absolutely nothing to do with failing to consult with the community.
