Combination of things IMO. Land has to be officially allocated/handed over for phase 3. Continued sales of total production of phase 2 would be sensible to wait for, why order phase 3 if phase 2 is still under sold. Wait for all the financial benefits and tax incentives to be clear and in place, why pay more if you don't have to. The call for phase 3 to be ordered is understandable but only if it makes sense to do so considering the whole picture.

Was speaking to a new Indian colleague the other day. I ran NSL's position past him. The number one thing that stood out to him and in his opinion the most important thing was NSL's political capital. Having the backing of all levels of government is critical for business to move forwards. He again reminded me that even with government backing things still can move slowly but at lease they move. If you have no favor with the right people you go no ware.
