Even my saying 40% of the shareholders normally voted is incorrect cos the top 20 shareholders owned 40% of the companies shares so between them they controlled 40% of the vote!
Back in 2022 TNG had 5862 shareholders so put another way less than 0.4% of the companies shareholders (ie the Top 20) control 40% of the vote which seems to be the case for a lot of the small companies on the ASX
