There's nothing stopping anyone from forming an opinion based on facts.
In this case, if in fact BUD's most recent 4C suggests they have < 1 quarter of operating funds remaining, it could be reasonable to form an opinion that a CR may be imminent to avoid insolvency.
As of writing, BUD has not made any announcements suggesting that they will be undertaking a CR. For all anyone knows, BUD's next action could be to call in the liquidators. In this case, a post stating that BUD will definitely do a CR in the near future will age very badly very quickly.
We both know the difference between saying "I reckon BUD might need to do a CR soon" and "BUD will definitely be doing a CR soon". For the benefit of those that don't know the difference, it all boils down to whether or not the wording is defensible in court in the unlikely event that HC is slapped with a defamation claim as the result of a user's poorly worded post (at least poorly worded from a legal perspective). It's all about CYA.
