My read on the current status is that BDO has finished (some time ago) but are terrified of the legal risk in publishing the advice. They are either tied up in legal/insurance risk management and/or deciding on whether to 'low ball' the NTA to the extent they de-risk their opinion. Either way its an absurd proposition that this would take any more than 6 weeks to complete as a task. I believe the Board sub-committee:
1. Made a mistake going to a 2nd tier provider for this advice given the obvious legal exposure and sensitiviites;
2. Are reluctant to start-again in the fear for another 2-3 month delay;
3. Are nervous about being seen to be exerting undue pressure on BDO to release the report:
4. Are weak in not reverting back to 1. and choosing an alternative Tier 1 provider.
